BIS certification for toys is the licence from the Bureau of Indian Standards that lets a manufacturer put the ISI mark on toys. The IS 9873 series sets out safety requirements for toys. Depending on the toy, tests cover mechanical and physical properties such as small parts, sharp edges and strength, flammability, and the migration of certain elements such as heavy metals from paints and materials. Soft toys, plastic toys, wooden toys, puzzles and electronic toys can each need a different test plan.
Certification is not a one-time test. BIS continues to check licensed factories through visits and surveillance sample tests, and it can suspend or cancel a licence if the toy no longer meets the standard.
